General Overview:Serves on a casual basis, works when needed, as a Civil Engineering Technician supporting the TSSC-III Program through the Southern Regional Office based in Atlana, GA. 100% travel throughout the Southern Region is required. The ideal candidate will have 5 - 8 years of professional experience and perform the following duties: Assits  the Civil Engineer in application of principles, methods, and techniques of civil engineering technology, reviews project specifications and confers with the Civil Engineer concerning assistance required, such as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports.  Typical Assignments include:  Conducts materials testing and analysis using tools and equipment and applying engineering knowledge necessary to conduct tests.  Prepares reports detailing tests conducted and their results, including weekly progress reports and construction diaries. Survey project sites to obtain and analyze topographical details of sites, usingmaps and surveying equipment.  Continuously monitors the subcontractor's performance and progress and shall advise the Parsons team when performance and progress is not in accordance with the construction contract and/or approved baseline schedule. Shall also ensure contractor adheres to safety and security requirements. Ensures the subcontractor coordinates the location of all existing underground cables, pipes, ducts, etc., with the local FAA sector personnel, airport authorities, and the local utility company personnel, and is providing proper utilities designator services appropriate for the project. Acts as an escort to subcontractors when needed. Inspection or installation of concrete, masonry, reinforcing steel, shotcrete, structural steel welding, fireproofing and testing of soils, aggregate, concrete, asphaltic concrete and grading observations. Becomes intimately familiar with the scope of work, drawings, specifications, construction schedule, submittal requirements, GFM/GFP, and other pertinent construction contract requirements.             Continuously inspects the work and record and transmit the results of all inspections to the engineers. Participate in Construction Acceptance Inspections (CAI) as required.

The Director of Systems Integration Architecture will report to the VP, Enterprise Architecture and is responsible for developing, managing and evolving the systems integration architecture and systems integration architecture roadmap for software systems that support products, customers and internal business processes at Cox.

This position will provide strategic systems integration architecture vision, strategy and direction to ensure that the framework and standards for system integration and the tools that are used to support integrated production applications are flexible, adaptable and scalable enough to meet the needs of the business as we know it today and are suitable to support the business as we imagine it evolving over the next five to ten years. Some aspects of the systems integration architecture will have longer term implications and impacts than others. The Director of Systems Integration Architecture is responsible for developing an architectural plan to meet near term needs and a cost effective plan for the evolution the framework so as not to create an imbalance, over time, between the cost and the value of the architecture itself. Experience with managing high value programs is important.

The Director of Systems Integration Architecture will help review large project solutions for standards compliance and architectural soundness in view of immediate business needs and to ensure that the architectural implications of changes in needs and usage of the solution are understood. He/She will work closely with other members of the Technology Architecture Team, the Development Teams and the Operations Team to ensure that a complete picture of the solution and its integrated operating environment are considered in the large project solution review process.

Technology scanning and supplier/product evaluations are tasks that will be performed as in collaboration with development and operations team members. The Director of Systems Integration Architecture provides leadership in efforts to match high level business needs with systems integration architecture to support those needs. The Director of Systems Integration Architecture may be tasked to lead the technology product/provider selection process in cases where the choice has architectural versus purely implementation impacts.

Successful candidates for this position will have significant, large scale software development management experience and specific experience with modern software development and delivery in a Services Oriented Architecture.

Key Responsibilities
1. Collaborate with Development and Operations Groups to analyze business strategies and determine the systems integration architecture capabilities required to achieve such strategies

2. Analyze the current systems integration environment to detect critical deficiencies and recommend solution frameworks and standards for improvement

3. Stay up-to-date on systems integration technology industry and market trends and determine potential impact on the business.

4. Provide leadership in the evaluation and selection process for systems integration development and systems integration support suppliers, products and standards

5. Consult with application development and operations groups to help fit systems requirements to the enterprise architecture and identify when it is necessary to modify the enterprise architecture to accommodate project needs or vice versa

6. Participate in large project review process

7. Develop, manage and communicate the enterprise wide systems integration architecture and architecture roadmap for product facing, customer facing and company facing support systems.

8. Develop, manage and communicate the plan for evolving the current enterprise wide systems integration architecture to the architecture roadmap.

9. Provide leadership in identifying new technologies and tools to support for systems integration development, delivery, operations and support.

Primary Responsibility:
In this role, you will be responsible for the administration and execution of assigned projects in a safe, profitable and timely manner. You may be assigned to multiple projects and/or a project of larger contract value and/or complexity. You must be able to work in a manner consistent with the highest standards of quality and integrity. You are able to establish and maintain professional working relationships with owners, architects, engineers, subcontractors and suppliers. You will participate as requested in the marketing, estimating, project pursuit and contract negotiation phases of the projects assigned.

Major responsibilities include:
1. Ensuring that Project Safety Rules and Regulations are followed for the execution of a safe project setting the example.
2. Manage staff, including: establishing and communicating performance expectations, providing positive and constructive feedback, determining training and development needs and conducting on-the-job training. Conduct Performance Reviews and Career Development Reviews. Makes or oversees hiring, discipline and/or termination decisions.
3. Reviews estimates with attention to: Adherence to cost control system, Equipment requirements and utilization, Constructability, Formwork, materials, and manpower.
4. Manages the orderly, timely transition of projects from the estimating to the field. This transition shall include project review meetings: review of contract requirements, general conditions, schedules, budgets, subcontracts and purchase order agreements.
5. Coordinates the means and methods required for the successful and profitable execution of the work. Reviews and monitors manpower, equipment and material resources to accomplish this goal.
6. Analyzes and approves CPM schedules monthly. Ensures that as many levels of detailed schedules are prepared and distributed as required to support the project schedule. Pays special attention to prevention and documentation of delays or changes.
7. Oversees the preparation of the monthly progress report in coordination with the Project Superintendent and Project Engineer. Uses available reports to manage costs and prepare accurate cost projections.
8. Reviews and executes all change orders, supplements and cost control budget adjustments.
9. Reviews and manages the procurement schedule.
10. Manages all billings to insure timely submission of payment applications and receipt of payments from the owner in order to maintain a positive cash flow position. Manages the overall payment process with the subcontractors and Administration Department.
11. Manages the execution of purchase order agreements and subcontracts with respect to insurance certificates, bonds, and the appropriate lien wavers. Coordinates with District Procurement Department.
12. Completes close out requirements and punch lists in a timely manner. Handles warranty call backs quickly to maintain owner/client relationships.
13. Provides feedback to estimators for use in future bidding or negotiations.

Qualifications:
Four year engineering degree or equivalent combinations of technical training and/or related experience. Extensive (15 or more years) experience in managing construction projects plus thorough knowledge of contract documents, materials, equipment utilization, scheduling systems, productivity analysis, construction operations, and cash flow procedures. Must possess proficient management, leadership, business and technical skills and abilities.
